Hawkers
and street vendors in Kampala have asked Kampala Capital City
Authority (KCCA) to reduce on the fees for offering them trading
licenses in the proposed regulations of street ordinance 2019.
This was during a consultative meeting held today at city hall
convened by the lord mayor Elias Lukwago to discuss affordable rates
for offering them trading licenses.
KCCA recently drafted the regulations of street ordinance 2019, where
vendors and hawkers will be registered and licensed to operate in the
city. The draft bill among other things proposes an annual fee of
187,600 shs for roadside vendors and 42,700 shs for hawkers to operate
on streets.
However, during the meeting, the vendors opposed the high license fees
calling for amendment in the draft bill.
Speaking to press after the meeting, Kampala lord mayor Elias Lukwago
said they had agreed to put a ceiling of 40,000 shs and 60,000
shillings as annual license fees for the street vendors and hawkers in
the lower and upper categories respectively.
He said much as there is need to put license fees to regulate street
vendors and hawkers to reduce their influx in the city, this fee
should be minimal since the idea is not to generate income but to
regulate them.
