WHO IS DR.STELLAH NYANZI?

Dr.Stella Nyanzi was released today from Luzira prison,here is a brief history about her..

Nyanzi received her Bachelor of Arts in Mass Communication and Literature at Makerere University where she studied from 1993 to 1996.

She received hehr Master of Science in Medical Anthropology at University College London, where she studied from 1999 to 2000.

She received her PhD in Anthropology at the London School of Hygiene and Tropical Medicine, where she studied social anthropology, sexuality, and youth and health policy from 2003 to 2008.

She has conducted research on youth sexuality in Uganda, and also in The Gambia in 2005.

Career

Stella Nyanzi began her career in 1997 as a Social Science Research Associate at the Medical Research Council (UK) Programme in Uganda ,where she worked until September 2002.

She then received a new position working as Local Anthropologist at the Medical Research Council Laboratories, The Gambia, where she worked for one year. She left that position to pursue her PhD in London.

In 2009, Stella Nyanzi began at Makerere University as a Researcher at the Law, Gender & Sexuality Research Project, as a member of the Faculty of Law, where she worked until December 2013. She then worked as a Research Fellow at the Makerere Institute of Social Research until 2016.While there, she was asked to lecture in the new PhD programme, called the Mamdani PHD Project, but declined. Her office was closed and, in an example of the West African feminist cultural practice of what the scholar Naminata Diabate has called “naked agency,” made a nude protest against her boss.

After her arrest in 2017, she was suspended from Makerere University. She appealed the decision with Makerere University’s appeal tribunal, which directed that she be reinstated, promoted to the level of a research fellow with immediate effect, and paid back wages. The university refused to abide by its tribunal’s decision. So, she filed a lawsuit against the university requesting reinstatement and back wages. In response, in December 2018, the university dismissed her, along with 45 other academics, arguing that her contract expired.

Stella Nyanzi has also done consultation work for various social research organizations outside of Uganda and The Gambia.

Research

Stella Nyanzi is a well-cited scholar in her fields, with 54 articles and 1,432 citations by the end of 2018. Among her most cited articles are those on Ugandan youth’s negotiations of sexual relationships, attitudes towards HIV testing among pregnant Ugandan women,Ugandan women’s control over sexual encounters, Ugandan men’s attitudes towards contraceptive use, and the sexual behavior of many groups.She is also one of the first scholars to publish research on African homosexuality.

Activism

Stella Nyanzi practices what scholars have called “radical rudeness,” which is a traditional Ugandan strategy of calling the powerful to account through public insult.It was developed during the colonial era, as “a rude, publicly celebrated strategy of insults, scandal mongering, disruption, and disorderliness that broke conventions of colonial friendship, partnership, and mutual benefit.”

She has campaigned for the rights of Ugandan women, youth, and LGBTQIA+ people.

On 6 March 2017, Stella Nyanzi launched the Pads4girlsUg Project, due to her concerns about girls missing school because they could not afford menstrual products. She collected thousands of re-usable pads and distributed them to school girls and also offered lectures to school children about menstrual health.

Arrest

In March 2017, Stella Nyanzi referred to the President Museveni as “a pair of buttocks.”[

On 7 April 2017, Stella Nyanzi was arrested and detained by police at Kiira Police Station on charges of cyber harassment and offensive communication.

On 10 April 2017, she was thereafter produced in court, where she was charged with the misuse of a computer, cyber harassment, and abusing the president under section 24, and 25 of the Computer Misuse Act of 2011.[31] She was then remanded to Luzira Prison.

On 11 April 2017, doctors from Butabika Hospital were asked to carry out a psychiatric assessment examination to determine whether she was insane, as the government prosecutor was alleging. However, she resisted the examination and requested that her personal doctor and at least one family member should be present if they want to carry out a medical test on her.

On 10 May 2017, she was released on a non cash 10 million Ugandan shillings (US$2924) bail.

In October 2018, she was remanded to prison.She did not request bail because she believed she was safer in jail and because she wanted to continue her education work with the women in prison.

In December 2018, her lawyer attacked the charges as unlawful.

In January 2019, she asked that her court date be delayed as she was ill and had suffered a miscarriage in prison.

Reputation and reception

The international press has called her “one of Africa’s most prominent gender rights activists,””a leading scholar in the emerging field of African queer studies,” and a leader in the fight against “repressive anti-queer laws” and for “freedom of speech.”Her scholarship has provided “insight into the effects of patriarchy, misogyny and homophobia in Uganda, The Gambia, and Tanzania.”Some consider her arrest as having more to do with her status as a gay ally than other factors.

An international outcry followed Stella Nyanzi’s arrest, with human rights groups condemning the act as a violation of academic freedom and freedom of expression. Amnesty International called for Uganda to drop the “absurd charges” against her.Pen International, the writer’s organization, also condemned her arrest. Human Rights Watch condemned her arrest as “an indicator that those who express critical views of the Ugandan government, especially the first family, can face its wrath.”

International news agencies have reported on the reasons for her arrest as political. NPR reported that her arrest was for giving hope “that the powerless can take on the powerful.” The Washington Post reported that her arrest was for being an “outspoken anti-Museveni activist.” Al Jezeera English reported that her arrest was due to Museveni’s plans to rule for life and his intolerance of critics. The Canadian Globe and Mail reported that her arrest was “at the heart of it all it [about] her imaginative use of language and her fierce defiance of the perceived limits for Ugandan women.”The Guardian reported that her “attack on her government’s refusal to fund sanitary wear for girls led to a successful crowdfunding campaign, and prison.”

In Uganda, she has a large number of supporters, with the largest social media following of any Ugandan. Many collected food for her in prison. Ugandan scholars have praised her as standing up against “our tormentors.” Her lawyer Isaac Kimaze Semakadde was named “most outstanding public interest litigation lawyer in Uganda” by the Uganda Law Society, in part for his work on this case.

In Uganda, “strong cultural taboos against talking openly and graphically about sex and sexuality” exist and “homosexuality is illegal and sex education is banned in schools.” However, Nyanzi speaks “openly – and colourfully – about sex, genitalia and politics. For this, she is adored by many of her fellow citizens but viewed with distaste by some of Uganda’s more conservative elements.”

CAN M7 OF UGANDA AND KAGAME OF RWANDA RESOLVE THEIR DISPUTE?

Ugandan President Yoweri Museveni is set to meet his Rwandan counterpart Paul Kagame on Friday at the central African countries’ shared border in a bid to resolve a continuing dispute between the two leaders.

For years, the two leaders were by each other’s side and supported one another to climb the ladder of power in their respective countries.

In 1986, Kagame was part of the rebel fighters led by Ugandan President Museveni that took power in Kampala.

Almost a decade later, Museveni returned the favour by arming and supporting Rwandan rebels led by young Kagame to seize power in Kigali.

The two longtime allies even teamed up again in 1996 to bring down the flamboyant Mobutu Sese Seko, one of the continent’s longest-serving leaders and installed Laurent Kabila as president in the neighbouring Democratic Republic of the Congo (DRC).

But more recently, relations between the two leaders has been, at best, frosty.

Kagame, 62, accuses his former ally of backing rebel groups and dissidents who want to bring down the government in Kigali.

Speaking at a news conference last March, then-Rwandan Minister of Foreign Affairs Richard Sezibera accused Kampala of supporting the Rwanda National Congress (RNC) and the Democratic Forces for the Liberation of Rwanda (FDLR). Rwanda considers both groups to be “terrorist organisations”.

“Groups which have carried out acts of terrorism inside Rwanda, they carried out grenade attack in Kigali, they have carried out attacks in the north of our country, they have carried out attacks in the south of our country, the leaders of those groups carrying out the activities [are] in Uganda seemingly freely with the support of some officials of the government of Uganda,” Sezibera said.

A month later during a speech to mark 25th anniversary of Rwanda’s genocide, a visibly angry Kagame warned Uganda against interfering in his country’s internal affairs.

“Those who think we have not seen enough of a mess, and want to mess with us, whether from here or from outside, I want to say: We will mess up with them big time,” said Kagame, who has accused Uganda of sponsoring attacks in his country.

“We are going to raise the cost on the part of anybody who wants to destabilise our security,” Kagame said in November.

Kigali has also accused Kampala of targeting its nationals, with the government advising Rwandans to avoid Uganda.WATCH52:00

Yoweri Museveni: A five times-elected dictator?

Museveni has denied that his country supports the rebel groups and has instead accused Kigali of trying to violate its sovereignty.

It is “wrong” for “Rwanda agents to try to operate behind the Government of Uganda,” Museveni, 75, said in the letter he sent to Kagame in March last year.

Uganda claimed that Rwandan soldiers entered its territory in the southwest district of Rukiga and shot and killed two suspected smugglers last May.

Uganda’s foreign ministry condemned “the criminal, brutal and violent act by the Rwandan soldiers” against its civilians.

Kampala has also accused its tiny landlocked neighbour of supporting the Allied Democratic Forces (ADF) rebel group, which has been blamed for a number of attacks in Uganda and eastern DRC that has left hundreds of people dead. Rwanda denies the charges.

Regional trade affected

The long-simmering feud snarled regional trade in February when Rwanda closed its busiest road crossing – known as Katuna to Ugandans and Gatuna to Rwandans – to Ugandan cargo trucks. Rwanda briefly opened the crossing in June before closing it again.

“On the Rwandan side, it is the ordinary citizens feeling the dispute between the two countries. Prices of basic good have increased considerably. On the Ugandan side, it is companies, for example cement manufacturers, that are feeling it the most,” Goloba Mutebi, a Kampala-based researcher, told Al Jazeera.

“Tanzania is the only winner here because the goods that Rwanda used to import from Uganda is now imported from there,” he added.

Nothing to worry

There is fear that the dispute between the two leaders, with their sizeable military forces and spy network, could plunge the region into a fresh crisis. But observers say the dispute is nothing new.

“For more than a decade Museveni and Kagame have not seen eye-to-eye. Kagame feels Museveni behaves as if Rwanda is not a sovereign country, that Rwanda is a province of Uganda. On the other hand, Museveni thinks Kagame is not grateful to him, that Kagame has forgotten who got him where he is today,” Yusuf Serunkuma, a Kampala-based political analyst, told Al Jazeera.

Analysts in the region say it is in the interest of the two leaders, the longest-serving in their region, to resolve the dispute.

“Museveni has an election coming up next year. The last thing he will want is the border closure to become a campaign issue,” Serunkuma said.

REASONS WHY YOUR GIRLFRIEND WON’T HAVE SEX

If your girlfriend refuses to have sex with you then it’s really important that you understand what’s going on here.

A lot of websites and advice columns will tell you that if your girlfriend won’t have sex, then you’re not giving her enough romance.

They’ll suggest that you do things like give your girlfriend massages, cook for her, clean the house and essentially act like a complete slave who kisses the ground she walks on. People will also advise you to be nicer to your girlfriend and bring her flowers and leave little love notes and messages for her.

The truth is, doing this never works in reality.

The underlying reason why your girlfriend won’t have sex with you anymore is because she’s lost attraction for you.

Yes, there is truth to the fact that women are aroused in different ways to men. They take longer to warm up and get turned on in different ways.

But unless you’re a complete amateur and you’re literally trying to shove your penis into your girlfriend without any foreplay then there are only a couple of things you need to know. In other words, you don’t need to be a master of love in order for your girlfriend to want to have sex with you.

There are literally millions of reasons, however, why women have sex with men and why they refuse sex. Approximately 237 reasons to be precise.

You might be surprised to hear that women withhold sex for the following reasons (to control a man, to get revenge on her man, to get him to do something for her, to pull away emotionally, to force him to break up with her).

The following is based on real incidents (names have been changed): Peter had been dating Jane for two years when she suddenly decided that she didn’t want to have sex with him anymore. The reason why Jane decided she didn’t want sex is that she had lost attraction for Peter. She had found Peter very physically attractive in the beginning, but his behavior had, over time, slowly turned her off.

Jane also realized that she could control Peter by not having sex with him. She could get him to do things for her and he would work harder to please her. To her amazement, Jane found out that she only had to have sex with Peter once a month and he was working overtime to please her. “What a desperate idiot,” Jane thought. It was for this very reason that Jane didn’t want to have sex with Peter for pleasure anymore, she just used sex as a weapon to control Peter.

If Jane didn’t have sex with Peter, he would get upset and beg her to make love to him. He was so weak and needy, that he had completely turned Jane off with his behavior. Jane ended up dumping Peter two months later and never looked back.

Three years later, Jane found herself in a relationship with Paul. After they had been dating for a couple of months, Jane thought she would withhold sex because she wanted to see how Paul would react. If he was anything like Peter, she could turn him into another slave for a couple of months before kicking him into touch.

When Paul tried to have sex with Jane, she said she was tired. Paul shrugged and went to sleep. Two days later Paul tried to have sex with Jane again. Again, Jane said she was tired and busy and wasn’t interested in sex. Paul simply laughed it off. He then pulled out his phone and began to text someone.

Jane asked Paul who he was talking to and Paul told her not to worry and to get some sleep. Paul then got dressed and ready to leave. Jane flew into a panic. Where’s he going? She thought to herself. He must have another girl he can call up and have sex with. Jane jumped out of bed and threw her arms around Paul. “Don’t go,” she begged him, pulling his shirt off and kissing him on the cheek… five minutes later Paul and Jane were back in bed making love.

Paul had neutralized Jane’s threat immediately. And Jane never tried a stunt like that again because she had the horrible feeling that Paul had other options and unlike Peter he wasn’t afraid to leave her.

GET YOUR GIRLFRIEND INTERESTED IN SEX

If your girlfriend refuses to have sex with you, or even if your girlfriend has lost interest in having sex with you, then there are a couple of things you can do to reignite the passion in your relationship.

I’m going to tell you what these are in order (because you need to escalate things if she continues to refuse sex and say that she’s not interested).

(Note: don’t even try to talk things through with her and beg her for sex, this never works.)

1. STOP BEING A NICE GUY

If you’re being super nice to your girlfriend and trying to please her in order to get her to have sex with you, then stop what you’re doing right now and read this.

Being nice to your girlfriend will NOT get her to have sex with you. In fact, it will destroy her attraction for you even more and make her pull even further away. Thinking about washing the dishes for her and cleaning up the house to make her feel happy and less stressed? Think again.

Now of course you should wash the dishes and clean your own house, but you should do it for you, not to please your girlfriend. Once your girlfriend realizes that you are only doing these “nice things” because you want sex, it won’t be long before she starts using sex as a weapon to control you.

Studies show that women are more attracted to men who display characteristics, like boldness and selfishness, that are completely the opposite to being a nice guy (University of Amsterdam). Use this knowledge to your advantage.

2. MIRROR HER

If you’ve been trying to have sex with your girlfriend and she keeps refusing or making excuses, then it’s important to take the focus off sex and and make her believe that you’re no longer interested.

In effect, you need to mirror her actions. When she pulls away and acts like she doesn’t want sex, you do the same. When your girlfriend reaches out to touch you, you respond.

Mirroring is very easy to do and it is effective because it introduces the scarcity principle and will make you more attractive to your girlfriend. The result of this is that she is much more likely to want to have sex with you.

Human beings are strange in so much that we never value or desire things that are given away for free; we only value and desire things that are scarce and valuable. If you can make yourself appear to be more scarce and valuable to your girlfriend, her desire and sexual attraction for you will increase too.

If you mirror you girlfriend and pull away from her and she still won’t have sex with you, then it’s time to escalate things and move on to level two.

3. WALK AWAY

Your girlfriend won’t have sex with you, she says she’s tired and stressed out and she’s still not interested in making love, what do you do?

I know it’s tempting to bang your head against the wall and scream in rage, but this is where you need to follow a plan of action.

Walking away is one of the best things you can do in the relationship when your girlfriend refuses to have sex.

When I say walk away, you have to completely disengage from your girlfriend. Don’t even think about begging or pleading or talking things through with her (millions of men have tried this strategy before and it never works).

Instead, you need to completely physically withdraw from your girlfriend. You’re no longer going to try and have sex with her, but you’re also no longer going to hug her, kiss her and reach out to touch her—even during the day.

If your girlfriend tries to hug you or touch you, don’t even respond. You want to give your girlfriend the impression that you’re disengaging from the relationship and pulling away.

Once your girlfriend senses that you’re about to leave the relationship she will try to get close to you if she wants to save the relationship and keep you around. The first way that your girlfriend will try to save the relationship is by having sex with you again.

The uncertainty of your sudden withdrawal will send your girlfriend into a frenzy of desire and make her want you even more. It’s been scientifically proven that women become more attracted to a man when they don’t know where they stand in the relationship (University of Virginia).

4. INTRODUCE DREAD AND UNCERTAINTY

I often recommend going straight to level three if the relationship is still new when your girlfriend pulls the “I’m not interested in sex” card. This is powerful stuff so you need to understand how to do this correctly.

So let’s imagine that you’ve just started dating your girlfriend, and every time you get her into bed she refuses to have sex with you. she keeps making excuses and says she’s not interested or ready. etc. etc. etc. Maybe you’re in a long term relationship and your girlfriend has gone cold on you and refuses sex. What can you do?

In all these situations, there is nothing more powerful than introducing a level of dread and uncertainty into the relationship. Now why would you want to do this?

Introducing dread and uncertainty into the relationship, sends several signals to your girlfriend at once: (1) you’re telling her that you have high value and that you have options. (2) you’re showing confidence and making her feel uncertain. (3) you become scarce and more valuable. (4) your girlfriend will fear that she’s about to lose you.

All of these messages are being sent to your girlfriend at once and doing this is like detonating a mini-nuke inside her mind. Dread is the most powerful hand you can play as a man. With that said, here are some of the best ways to introduce dread and uncertainty into the relationship:

  • Smile with amusement when your girlfriend won’t have sex with you. This will make your girlfriend wonder how you can be so cool about everything. She’ll also wonder if you have another girl on the side.
  • Talk to other girls on the phone in front of your girlfriend. You can also text other people while she’s with you, when your girlfriend asks who these people are, you can simply respond that it’s just a friend and keep it vague. Your girlfriend’s brain will go into overdrive and her fear receptors will be activated.
  • Start exercising (if you don’t already) and buy new clothes. Your girlfriend will notice this straight away and her mind will tell her that you’re seeing other women. She’ll reason that she better do something fast if she wants to keep you around.
  • Ignore her phone calls and text messages for a couple of hours or days. This sudden emotional withdrawal will hit your girlfriend harder than a junkie getting a shot of heroin. This will get your girlfriend thinking about you again and focused on you completely.
  • Tell your girlfriend that you love being single and you love your freedom. “What is he saying?” She’ll think to herself. Does this mean he’s going to break up with me? Panic and anxiety sets in and she’ll have no choice but to have sex with you.
  • Actually go on dates with other women. If your girlfriend finds out about this, simply shrug your shoulders and say you thought she wouldn’t mind. After all, it’s not like she wants sex or anything.

Jane asked Paul who he was talking to and Paul told her not to worry and to get some sleep. Paul then got dressed and ready to leave. Jane flew into a panic. Where’s he going? She thought to herself. He must have another girl he can call up and have sex with. Jane jumped out of bed and threw her arms around Paul. “Don’t go,” she begged him, pulling his shirt off and kissing him on the cheek… five minutes later Paul and Jane were back in bed making love.

Paul had neutralized Jane’s threat immediately. And Jane never tried a stunt like that again because she had the horrible feeling that Paul had other options and unlike Peter he wasn’t afraid to leave her.

GET YOUR GIRLFRIEND INTERESTED IN SEX

If your girlfriend refuses to have sex with you, or even if your girlfriend has lost interest in having sex with you, then there are a couple of things you can do to reignite the passion in your relationship.

I’m going to tell you what these are in order (because you need to escalate things if she continues to refuse sex and say that she’s not interested).

(Note: don’t even try to talk things through with her and beg her for sex, this never works.)

1. STOP BEING A NICE GUY

If you’re being super nice to your girlfriend and trying to please her in order to get her to have sex with you, then stop what you’re doing right now and read this.

Being nice to your girlfriend will NOT get her to have sex with you. In fact, it will destroy her attraction for you even more and make her pull even further away. Thinking about washing the dishes for her and cleaning up the house to make her feel happy and less stressed? Think again.

Now of course you should wash the dishes and clean your own house, but you should do it for you, not to please your girlfriend. Once your girlfriend realizes that you are only doing these “nice things” because you want sex, it won’t be long before she starts using sex as a weapon to control you.

Studies show that women are more attracted to men who display characteristics, like boldness and selfishness, that are completely the opposite to being a nice guy (University of Amsterdam). Use this knowledge to your advantage.

2. MIRROR HER

If you’ve been trying to have sex with your girlfriend and she keeps refusing or making excuses, then it’s important to take the focus off sex and and make her believe that you’re no longer interested.

In effect, you need to mirror her actions. When she pulls away and acts like she doesn’t want sex, you do the same. When your girlfriend reaches out to touch you, you respond.

Mirroring is very easy to do and it is effective because it introduces the scarcity principle and will make you more attractive to your girlfriend. The result of this is that she is much more likely to want to have sex with you.

Human beings are strange in so much that we never value or desire things that are given away for free; we only value and desire things that are scarce and valuable. If you can make yourself appear to be more scarce and valuable to your girlfriend, her desire and sexual attraction for you will increase too.

If you mirror you girlfriend and pull away from her and she still won’t have sex with you, then it’s time to escalate things and move on to level two.

3. WALK AWAY

I know it’s tempting to bang your head against the wall and scream in rage, but this is where you need to follow a plan of action.

Walking away is one of the best things you can do in the relationship when your girlfriend refuses to have sex.

When I say walk away, you have to completely disengage from your girlfriend. Don’t even think about begging or pleading or talking things through with her (millions of men have tried this strategy before and it never works).

Instead, you need to completely physically withdraw from your girlfriend. You’re no longer going to try and have sex with her, but you’re also no longer going to hug her, kiss her and reach out to touch her—even during the day.

If your girlfriend tries to hug you or touch you, don’t even respond. You want to give your girlfriend the impression that you’re disengaging from the relationship and pulling away.

Once your girlfriend senses that you’re about to leave the relationship she will try to get close to you if she wants to save the relationship and keep you around. The first way that your girlfriend will try to save the relationship is by having sex with you again.

The uncertainty of your sudden withdrawal will send your girlfriend into a frenzy of desire and make her want you even more. It’s been scientifically proven that women become more attracted to a man when they don’t know where they stand in the relationship (University of Virginia).

4. INTRODUCE DREAD AND UNCERTAINTY

I often recommend going straight to level three if the relationship is still new when your girlfriend pulls the “I’m not interested in sex” card. This is powerful stuff so you need to understand how to do this correctly.

So let’s imagine that you’ve just started dating your girlfriend, and every time you get her into bed she refuses to have sex with you. she keeps making excuses and says she’s not interested or ready. etc. etc. etc. Maybe you’re in a long term relationship and your girlfriend has gone cold on you and refuses sex. What can you do?

In all these situations, there is nothing more powerful than introducing a level of dread and uncertainty into the relationship. Now why would you want to do this?

Introducing dread and uncertainty into the relationship, sends several signals to your girlfriend at once: (1) you’re telling her that you have high value and that you have options. (2) you’re showing confidence and making her feel uncertain. (3) you become scarce and more valuable. (4) your girlfriend will fear that she’s about to lose you.

All of these messages are being sent to your girlfriend at once and doing this is like detonating a mini-nuke inside her mind. Dread is the most powerful hand you can play as a man. With that said, here are some of the best ways to introduce dread and uncertainty into the relationship:

  • Smile with amusement when your girlfriend won’t have sex with you. This will make your girlfriend wonder how you can be so cool about everything. She’ll also wonder if you have another girl on the side.
  • Talk to other girls on the phone in front of your girlfriend. You can also text other people while she’s with you, when your girlfriend asks who these people are, you can simply respond that it’s just a friend and keep it vague. Your girlfriend’s brain will go into overdrive and her fear receptors will be activated.
  • Start exercising (if you don’t already) and buy new clothes. Your girlfriend will notice this straight away and her mind will tell her that you’re seeing other women. She’ll reason that she better do something fast if she wants to keep you around.
  • Ignore her phone calls and text messages for a couple of hours or days. This sudden emotional withdrawal will hit your girlfriend harder than a junkie getting a shot of heroin. This will get your girlfriend thinking about you again and focused on you completely.
  • Tell your girlfriend that you love being single and you love your freedom. “What is he saying?” She’ll think to herself. Does this mean he’s going to break up with me? Panic and anxiety sets in and she’ll have no choice but to have sex with you.
  • Actually go on dates with other women. If your girlfriend finds out about this, simply shrug your shoulders and say you thought she wouldn’t mind. After all, it’s not like she wants sex or anything.

JUSTICE Simon Byabakama,the head of Independent Electoral Commission of Uganda has shocked Ugandans most especially from the PEOPLE POWER camp after revealing that no one will use National ID to vote in the coming 2021 general elections.Byabakama while officiating the ceremony to commemorate World Democracy Day at Kololo Independence Grounds,Byabakama stressed that only those whose names will be on the voters’ register will have a chance to vote. ‘’I can assure you that even when you have a National ID,but your name doesn’t appear on the voters’ register,you will not vote..” Byabakama said.

The EC boss added that a national ID won’t be the passport to voting in 2021.

BOBI IS EXPECTED TO GIVE M7 A RUN FOR HIS MONEY

Justice Simon Byabakama blasted Local Defence Units(LDU’s) who have made it a habit of  breaking national ID’s for some Ugandans saying that such habits are uncalled for and that the courts of laws should take due course to such LDU officers.

Some LDU officers have of recent been spotted more so at night while destroying national ID’s of Ugandans, something that has been out cried by many.

However,Citizen Coalition for Electoral Democracy in Uganda (CCEDU) Mr.Cryspin Kaheru requested EC to print ballot papers from Uganda so as to minimize the costs of printing.

MTN,the leading Telecommunications company in Uganda announced the shillings 600 million proceeds got from 2018 marathon, the companies  General Manager corporate services Enid Edrama while addressing the journalists said that MTN will top up this with 700 M shs.

Therefore this will total to Shillings 1.3 billion which is going to be used to refurbish and equip theatres and labor- wards of different Health Centers in different parts of the county.

Although Uganda has registered a significant improvement in the reduction of maternal mortality ratio in the last five years the statistics of maternal mortality are still very high.

According to the 2016 UDHS the maternal mortality ratio is 336 deaths per 100,000 live births compared to 438 deaths per 100,000 live births before 2016 survey, the Minister of health Dr. Ruth Jane Aceng revealed this while addressing the Media ate the ministry’s Head Quarters at Wandegeya.

This is as result of rapid increase in population which does not much well with the development of both health infrastructures and human resource.

The government has tried to put up healthy infrastructures but due to population pressure these are not sufficient not only in terms of their numbers but also in terms of stocking of equipment and man power resources.

The government through the policy of public private partnership has encouraged private companies to come on board and these are doing a tremendous work.

 Through such partnership, MTN Uganda began organizing marathon from which it collects funds which are used to finance maternal health projects.

The Minister told journalist that this project will begin with Kawempe Women and Children hospital and Kirudi referral hospital before the end of this year and the other Health Centre IV’s will also benefit.

Those that are going to benefit from the project include, Kalangala, HC IV in Kalangala district, Karugutu  HC IV in Ntotoko district, Pakwach HC IV in Pakwach,  and Muyembe HC IV in Bulambuli district.

Edrama further said that through MTN Foundation initiative her company is committed to continue investing in health projects that are tailored towards reducing the high maternal mortality rate and she did mention that the 2019 marathon proceeds will be used on the same project.

Dr.Steven Kaziimba Mugalu became the 8th Bishop of Church of Uganda defeating Bsp.Samuel Egesa Bogere-Bukedi and Sheldon Mwesigwa.According to our reporter and Ono Bwino Newspaper ,New information has been revealed by an insider in the church of Uganda that indeed it was a turn for Mbale and Eastern Region to produce their first Bishop and Egesa was the right man,even in the Church’s tradition,the Position had to rotate among various regions of Uganda.But it is believed that this time round the Bishops from 37 Diocese opted to to vote for a hard working Arch Bishop other than basing on regions.

Myanmar security forces continued to commit grave abuses against Rohingya Muslims throughout 2018, deepening the humanitarian and human rights catastrophe in Rakhine State. More than 730,000 Rohingya have fled to neighboring Bangladesh since the military campaign of ethnic cleansing began in August 2017. The government denied extensive evidence of atrocities, refused to allow independent investigators access to Rakhine State, and punished local journalists for reporting on military abuses.

In August, a United Nations-mandated fact-finding mission found that the military abuses committed in Kachin, Rakhine, and Shan States since 2011 “undoubtedly amount to the gravest crimes under international law,” and called for senior military officials, including Commander-in-Chief Sr. Gen. Min Aung Hlaing, to face investigation and prosecution for genocide, crimes against humanity, and war crimes.

The ruling National League for Democracy (NLD) under de facto leader Aung San Suu Kyi increasingly stifled dissent using a slew of repressive laws. Democratic space diminished, with the NLD doing little to address the country’s weak rule of law, corrupt judiciary, or impunity for security force abuses. The 2008 constitution places the Ministries of Defense, Home Affairs, and Border Affairs under the control of the military.

Over 30,000 civilians were newly displaced by fighting in Kachin and Shan States in 2018, and left increasingly vulnerable by government restrictions on humanitarian access.

Grave Crimes against Rohingya

More than 14,500 Rohingya fled to Bangladesh between January and November 2018 to escape ongoing persecution and violence in Myanmar, joining almost 1 million others from 2017 and previous years in precarious, overcrowded camps. Conditions remain dire for the estimated 500,000-600,000 Rohingya still in Rakhine State. Refugees who arrived in Bangladesh in 2018 reported continuing abuses by Myanmar security forces, including killings, arson, enforced disappearances, extortion, severe restrictions on movement, and lack of food and health care. They also reported sexual violence and abductions of women and girls in villages and at checkpoints along the route to Bangladesh. Returnees to Myanmar faced arrest and torture by authorities. Over 4,500 Rohingya remained stuck in the Bangladesh-Myanmar border “no-man’s land,” subject to harassment by Myanmar officials and regular threats via loudspeaker to induce them to cross into Bangladesh.

Rohingya refugees who fled in 2018 reported that Myanmar authorities had ordered them to accept the National Verification Card (NVC)—which does not provide citizenship—or leave Myanmar. Successive governments have for decades deprived Rohingya of nationality through systematic and institutionalized marginalization, rendering them stateless.

From January to March 2018, at least 34 villages in Myanmar were completely or partially destroyed, bringing the total number of predominantly Rohingya villages destroyed between August 2017 and March 2018 to 392, most by fire. The government also seized and bulldozed dozens of Rohingya villages, destroying evidence of crimes. Authorities began construction over the demolished villages, including new security force bases.

More than 128,000 Muslims—about 125,000 Rohingya and 3,000 Kaman—remain in detention camps in central Rakhine State, where they have been confined since 2012, arbitrarily deprived of their liberty. The government announced several camp “closures” in 2018, but its plans entail constructing permanent structures in the current camp locations, further entrenching segregation and denying Rohingya the right to return to their original areas of residence or move elsewhere.

The government barred the UN fact-finding mission and special rapporteur on Myanmar from the country. Authorities have repeatedly denied that significant security force abuses took place, setting up successive investigations that lacked independence or credibility. A commission of inquiry with international members was established in July, which the fact-finding mission determined “will not and cannot provide a real avenue for accountability.”

Myanmar claimed throughout 2018 that it was ready to accept repatriated refugees, yet showed no willingness to create conditions for safe and dignified returns or address the root causes of the crisis. The government built two “reception centers” and a “transit camp,” surrounded by perimeter fences, to process and house returnees, based on a November 2017 agreement with Bangladesh.

In June 2018, UNHCR, the UN Development Programme, and the Myanmar government signed a memorandum of understanding on returns which lacked guarantees of citizenship. The UN agencies began limited assessments in Rakhine State in September.

Bangladesh and Myanmar announced in October that the first round of repatriation of 2,260 Rohingya refugees would begin in mid-November, a proposal opposed by the UN refugee agency (UNHCR) and Rohingya refugee community, neither of which had been consulted. Returns were suspended following widespread opposition; no official repatriations had taken place at time of writing.

Ethnic Conflicts and Forced Displacement

Armed conflicts between the Myanmar military and ethnic armed groups intensified over the course of 2018 in Kachin, Shan, and Karen States, stoked by large-scale development projects and disputes over natural resources. Civilians were endangered by the military’s indiscriminate attacks, forced displacement, and aid blockages. Reports emerged of the military using civilians as human shields. The UN fact-finding mission determined that the military’s actions in Shan and Kachin States since 2011 amounted to war crimes and crimes against humanity.

In January 2018, clashes broke out between the military and the Kachin Independence Army (KIA) in several townships in Kachin State, with the military employing aerial bombing and heavy artillery shelling. More than 3,500 civilians attempting to flee the fighting were trapped, some for over two weeks, without access to adequate food or basic supplies. Hostilities in Kachin State resumed in April. Government shelling and airstrikes killed at least 10 civilians and forced approximately 2,000 to flee into the jungle, where they were stranded for nearly a month without access to aid, in dire conditions.

An estimated 106,000 civilians remain in long-term displacement camps in Kachin and northern Shan States, many near areas of active conflict, while more than 30,000 were temporarily displaced in 2018. Thousands were also displaced by fighting in Karen State in March, and in Chin State in May.

Authorities continued throughout 2018 to bar the UN and international organizations from delivering aid in areas controlled by ethnic armed groups. Access was also restricted in government-controlled areas and for local organizations. The resulting shortages of food, medicine, and shelter have had a ruinous effect on displaced populations, contributing to a rise in exploitative practices including portering and trafficking. Aid workers who traveled to a non-government-controlled area in 2018 to provide humanitarian support were threatened with arrest under the Unlawful Associations Act.

In July, following clashes in northern Shan State, the military allegedly detained six female medics from the Ta’ang National Liberation Army (TNLA), who were found dead from gunshot and stab wounds shortly thereafter.

Ongoing fighting has fostered conflict-related sexual violence, with internally displaced women and girls especially vulnerable to sexual exploitation and abuse.

Trafficking of women and girls remains a serious problem in Kachin and northern Shan States, where conflict and economic desperation has made them vulnerable to being lured to China under false promises and sold as “brides.” The Myanmar government has failed to take sufficient steps to prevent trafficking, recover victims, bring perpetrators to justice, or assist survivors.

In February, authorities in Muse township, Shan State, issued an announcement that wounded ethnic armed group soldiers found by the army should be brought immediately to the nearest military base and not be provided medical treatment, a practice that amounts to torture.

In July, Aung San Suu Kyi presided over the third session of the 21st Century Panglong Conference, the government’s peace process forum, which has largely stagnated, failing to gain trust or traction among ethnic armed groups.

Freedom of Speech

The government in 2018 increased its use of overly broad and vaguely worded laws to arrest and imprison individuals for peaceful expression deemed critical of the government or military. Journalists’ ability to cover conflict areas steadily declined, while the rise in prosecutions had a chilling effect on the country’s media. A September UN report on legal and judicial harassment of reporters in Myanmar concluded that it had become “impossible for journalists to do their job without fear or favour.”

In September, a Yangon court sentenced Reuters journalists Wa Lone and Kyaw Soe Oo to seven years in prison under the colonial-era Official Secrets Act for their reporting on a military massacre of Rohingya in Rakhine State’s Inn Din village. They were arrested in December 2017, in what witness accounts revealed to be a police setup, held incommunicado for two weeks, and subjected to mistreatment during interrogation. The prosecution’s case was marked by evidence of police misconduct and conflicting official accounts.

Prosecutions for criminal defamation increased in 2018, particularly under section 66(d) of the 2013 Telecommunications Act, with most complainants state, military, or political party officials; over 60 percent of defendants were journalists, activists, or others addressing matters of public interest. Acquittals were rare. In May, a human rights defender from the Ayeyarwady Region was sentenced to three months in prison under 66(d) for broadcasting a video of a satirical play about armed conflict on Facebook.

In March, authorities sentenced Aung Ko Htwe, a former child soldier, to two years in prison with hard labor for an interview he gave to journalists detailing his forced recruitment into the army at age 14. Two supporters who protested his case were sentenced to one year in prison in September.

Authorities began using section 8(f) of the Privacy Law, enacted in March 2017, to prosecute critics for criminal defamation. In January, a Mon State official sued a man in Thaton under the new law for social media posts deemed critical of the Mon State chief minister; he was sentenced to one year in prison in September.

More than 45 activists were charged in April and May for peaceful protests held throughout the country calling for the protection of civilians displaced by military offensives in Kachin State. Authorities in Yangon attempted to ban a May 12 anti-war protest, citing a November 2017 order prohibiting protests in 11 Yangon townships, even though organizers had notified authorities in advance. Police in riot gear violently dispersed the protest and arrested 17 demonstrators. In Kachin State, a lieutenant colonel filed criminal defamation complaints against three Kachin human rights defenders who had helped organize protests in Myitkyina. The three activists were officially charged in September and sentenced to six months in prison in December.

In July, police violently quelled a demonstration in Karenni State, tasing and baton-charging protesters who were marching against plans to erect a statue of Myanmar’s independence leader, General Aung San. Ten Karenni youth activists were arrested and charged with alarming the public and incitement.

In January, police shot and killed seven ethnic Rakhine protesters in Mrauk U, Rakhine State, among a crowd that had converged at a local government building after authorities shut down an annual event.

An estimated 36 political prisoners were serving prison sentences and 269 facing trial in Myanmar as of November 2018.

Land Rights

While the NLD government has made efforts to address the military’s legacy of land grabbing, thousands of land claims remain unresolved. Farmers continue to face threats and arrests for protesting unresolved confiscation claims and for farming the land they claim. In May 2018, 33 farmers were found guilty of criminal trespass for farming land near a special economic zone that had been seized in 1996. In September, parliament passed amendments to the Vacant, Fallow and Virgin Lands Management Law requiring anyone occupying land classified as “vacant, fallow, or virgin” to apply for permits or face up to two years in prison. The government issued a March 2019 deadline for permit applications.

Key International Actors

Myanmar faced international condemnation in 2018 for military atrocities against the Rohingya. In June, the European Union and Canada sanctioned seven military officials for their involvement in the Rakhine State operations. In August, the United States imposed financial and travel sanctions against four security force commanders and two military units.

The UN Human Rights Council adopted a resolution in September, drafted by the EU and Organisation of Islamic Cooperation (OIC), establishing a mechanism to collect, preserve, and analyze evidence of grave crimes committed in Myanmar, and prepare case files for prosecution. The UN General Assembly passed a resolution on Myanmar in November affirming the establishment of the mechanism and calling for its prompt initiation.

In September, the International Criminal Court (ICC) prosecutor launched a full preliminary examination into Myanmar’s deportation of the Rohingya, following a panel ruling affirming the court’s jurisdiction over the crime on the grounds that it was completed in Bangladesh, an ICC member state. Several countries voiced support for a UN Security Council referral to the ICC, including council members Sweden and the Netherlands, to address the full range of alleged international crimes in Kachin, Rakhine, and Shan States.

Myanmar and Bangladesh continued repatriation discussions in 2018 following their November 2017 agreement. Tensions between the countries grew, with repatriation delays and mounting challenges in Bangladesh from the mass influx of refugees. Bangladesh Prime Minister Sheikh Hasina urged international actors, including the Security Council and Islamic Development Bank, to exert pressure on Myanmar.

Facebook was criticized by the UN fact-finding mission and other investigations for its failure to prevent the spread of anti-Muslim hate speech and incitement to violence. In response, the company announced new measures to review Myanmar language content and identify abusive posts. Facebook banned 20 individuals and organizations in August, including Sr. Gen. Min Aung Hlaing, and removed a further 10 accounts in October. The company commissioned an assessment of its human rights impact in Myanmar, which found that it had failed to prevent use of the platform to “foment division and incite offline violence.”

China continued to shield Myanmar from accountability and scrutiny, obstructing international action and weakening UN measures. While many foreign governments cut funding to Myanmar in 2017 and 2018, China expanded its investment in the country. In September, the two countries signed an agreement on the China-Myanmar Economic Corridor, a development project under China’s “One Belt, One Road” initiative linking Yunnan Province to the Indian Ocean. Attempting to compete with China for influence, Japan broke with other democracies and called for the international community to avoid criticizing the Myanmar government.

The UN Committee on the Elimination of Discrimination against Women requested in November 2017 that the Myanmar government submit a report on violence against Rohingya women and girls by May 2018—only the fourth time the committee had made an “exceptional report” request—to which the government did not respond. The UN secretary-general included the Myanmar military for the first time in his annual list of parties that have committed sexual violence in armed conflict. Myanmar also remains on the UN’s list of parties that use and recruit child soldiers.

In September, the US State Department quietly released the findings from its $1.4 million investigation into the crackdown on the Rohingya, which detailed the military’s atrocities but did not reach legal conclusions about the abuses committed. Members of Congress followed up with a call for a legal determination to be made. The State Department downgraded Myanmar in its 2018 Trafficking in Persons report to Tier 3, the lowest tier. It also restored Myanmar to its annual list of governments using child soldiers, following its removal in 2017.
